Bio

Wallace Hannum is the coordinator of the Educational Psychology, Measurement, and Evaluation Program and associate director for technology of the National Research Center on Rural Education Support. His research focuses on applying learning theory to the design of instruction, especially instruction delivered by technology.

Hannum’s focus has been on the design of effective instructional programs whether in public schools, corporations, governmental agencies, non-governmental organizations, international agencies or foreign governments. His work integrates empirical research on learning with processes for improving organizational effectiveness. His goal remains improving human competence and capability through appropriate education.

He is the principal designer of the procedures that guide education and training in the military services, the Internal Revenue Service and several large corporations in the computing and telecommunications field. He has served on advisory boards for federal agencies and has provided guidance to numerous multinational corporations on management education and work force development. His work with education not only in this country but also in Africa, Asia and Latin America focuses on improving education through effective instruction that is often distributed via appropriate technology to learners.

Hannum has consulted on the use of technology for professional development with many organizations, both public and private. He has created a statewide online program for professional development of teachers. He has participated in the design and implementation of numerous technology-based programs and projects. He has created standards and guidelines for educational programs and instructional technology use as well as taught numerous workshops to enable organizations to make effective use of technology for instructional purposes. He is the author of five books and numerous articles on topics related to technology and instructional design. He is a frequent speaker at national and international conferences.

His research and development work focuses on instructional uses of technology, especially distance education. He is interested in using technology to benefit those located at a distance from metropolitan centers and improving life in rural areas through education that is distributed via appropriate technology to local audiences. He has worked with distance education not only in this country but also in Africa and Latin America.
